County Service Area 38

The CSA 38 service area includes all unincorporated areas of Santa Cruz County—communities located outside the incorporated city limits of Santa Cruz, Watsonville, Scotts Valley, and Capitola. The service area encompasses approximately 578 square miles.

Based on the 2025 U.S. Census Bureau population estimates, approximately 125,441 residents live in the unincorporated areas served by CSA 38.
